Welcome to the Centers for Disease Control and Prevention (CDC) Division of Strategic National Stockpile (SNS) Modeling Forum. This forum’s purpose is to promote the exchange of ideas, models and simulations designed to improve emergency response efforts and public health. Our initial focus is on the SNS efforts to plan and model the response efforts required in the aftermath of an aerosolized anthrax attack on a US population, which is our most difficult mission in terms of urgency [the entire affected population would have to be provided prophylaxis with in 48 hours], however we encourage dialogue amongst all of our colleagues who are modeling various aspects and attributes of emergency response and other public health missions. It is with this exchange of ideas and information in mind, that we encourage you to suggest forum topics, and links to other forums, news articles, publications, blogs and websites that you feel are pertinent to the goals of this site.

Lastly, I would like to remind you that this site is unsecured and open to the public, so please do not post information that could possibly compromise your jurisdictions plans, especially the identification of any fixed facilities that you plan to use during a response. • SNS TourSolver is more than just a State planning tool for deliveries from one RSS to multiple PODs. It can also be used by Regional and Local SNS planners. TourSolver can be used to optimize regional and local route planning in those scenarios where intermediate distribution nodes are used to complete distribution to the PODs. SNS TourSolver is a flexible and powerful route optimization tool that can be used to improve response planning for both single- and multi-stage routing.

• Staff from C2Logix, the developer of SNS TourSolver, are available for one-on-one online sessions to help you learn how to use TourSolver, to assist with challenges you face when using the software for disaster planning, or to help advanced users go to the next level with more complicated routing scenarios. The goal of the sessions will be to enable Users to generate plans and corrective action reports, which may allow you to receive TAR exercise credits. Users may also be trained on updating plans in the event of an actual emergency. These one-on-one sessions are an enhancement to the typical support provided for the SNS TourSolver, such as the SNS Modeling Forum (www.snsmodeling.org).

• Check to see if the Customer quantity settings are more than the Resource capacity settings. For example, if you have a customer with a quantity of (10) and the capacity of the resources are less than (10), TourSolver will give you this error.

At this point, the easiest way to correct this is to create duplicate customers. Let's say you have (10) in the quantity field for a customer and your resource capacities are (8). TourSolver will not route this. In your Excel spreadsheet, duplicate this customer to make (2) entries; (1) with a quantity of (8) and (1) with a quantity of (2).

•Q: Is there a way to tell TourSolver that some resources cannot go to certain customers, whether that be because of size or other restrictions?

A: You can set up a Characteristics parameter in your Customer and Resource Excel spreadsheets. For an example, the truck size can be added to both and match them in the "Characteristics" parameter in the TS Wizard so that TS knows what truck size can go to each customer.

•Is TourSolver compatable with intelligent transportation systems? Can I download the routes generated from TourSolver and use them with my intelligent transportation system?
•Depending on your intelligent transportation system (ITS), you may be able to import the Text Export with Combined Routes, which will contain the X and Y coordinate, route and sequence number. An ITS display using GIS should be able to use this data.

TourSolver does have the capability of using historical average travel speeds from ITS for individual road segments based on time of day (e.g., 15 mph between 8-9, 35 mph between 9-10AM, 65 mph between 10-11AM, etc.). However, this would need to be set-up for each location and is not available on the SNS Toursolver website.
